Week in brief
- XRD holders ratified the Radix DAO Charter and Governance Framework on 2 October, with no vote against.

The Radix DAO has a constitution. XRD holders ratified its Charter and Governance Framework on 2 October, the step the transition council has worked toward since the documents were signed in August. A second vote, on bridged USDC still locked after the August drain, closes this afternoon.
Around the votes, the ledger and the code kept moving: four validator fee rises are days from landing and one large delegator left ahead of one of them, a task marketplace for people and AI agents opened on mainnet, and Hyperscale spent a day on what happens when a shard forks or halts.
The charter is ratified
GP-PRE-1, the proposal ratifying the Radix DAO Charter and its Governance Framework, closed at 15:18 UTC on 2 October with 100% approval from 193 accounts (vote.radixdao.org). The Radix Accountability Council, the interim body steering the move from the Foundation to the DAO, announced the same evening that the Charter and its policies are in effect (RAC update).
Two parts of the record have not caught up. On 4 October radixdao.org/govern still states that nothing listed there is in force, with 23 documents marked as signed and awaiting ratification. RADIX DAO LLC, the DAO's legal entity, is with the Marshall Islands registry, and the council reported a week with no questions from it (incorporation). Ratification also starts a 90-day clock for electing a permanent council to replace the transition one; Timan Rebel withdrew a self-nomination on 3 October (Telegram).
Proposal #3: the hUSDC left in Hyperlane
hUSDC is USDC bridged onto Radix through Hyperlane. Proposal #3 on the Foundation's Consultation instance asks who should receive the hUSDC collateral if the Foundation recovers it after the 31 August drain: the original holders, every holder of a Hyperlane asset pro rata, or the DAO treasury. It had passed quorum by 1 October with 94% of votes behind the original holders, and it closes at 15:32 UTC today. The proposal binds only if the collateral is recovered to a wallet the Foundation controls, and no recovery has been announced.
One account leaves Polaris
Polaris is one of the two validators CaviarNine ran before it wound down, renamed in September. On 23 September one transaction queued fee rises on Polaris, Sirius, Radstakes and RadixStake, Polaris from 0% to 25% (last week). At 14:23 UTC on 27 September a single account withdrew 28.9m Liquid Stake Units, the tokens a delegator holds in place of staked XRD, and unstaked them from Polaris in one transaction. They were worth 35.5m XRD, which is the whole of Polaris's fall between the two weekly readings. Sirius, queued for the same rise in the same transaction, gained 1m XRD.
The timing follows from two fixed delays. A fee increase is charged 4,032 epochs, about two weeks, after it is requested; unstaked XRD can be claimed 2,016 epochs, about a week, after the unstake. The claim NFT the account received names epoch 346,554, a few hours after this reading and 867 epochs before Polaris charges 25%. A delegator pays the fee only on rewards earned while staked, so leaving ten days early gave up rewards at 0% rather than avoiding the higher fee. The ledger records the exit and not the reason. Built this week
Radix Guild
Radix Guild opened on mainnet on 4 October (announcement). Anyone posts a task with an XRD reward held in on-chain escrow, and a developer or an AI agent holding a free member badge claims and delivers it. It ships an agent kit in which the agent signs with its own key, a read-only MCP server for browsing tasks, and Apache-2.0 source in a repository created on 3 October. It is labelled beta and has had no third-party audit.
Ciggie Puffs, an NFT collection whose artwork is drawn on-ledger and changes with mainnet activity and with the other Ciggie Puffs an account holds, went live on Stokenet, the Radix test network, on 3 October.
Hyperscale
hyperscale-rs, the Rust implementation of the sharded network flightofthefox is building, took 19 commits on main this week, all on 28 September, on rebuilding a shard that has forked or halted and on seating validators that share a host. hyperscale-vm, its virtual machine, recorded none on main; work there has reached main days after its author date before. The Hyperscale Weekly digest for 21 to 27 September described the cross-shard transaction system as rebuilt.
On 3 October the main Radix chat argued over whether Hyperscale will be an upgrade for Radix or a separate network. flightofthefox answered:

Radix Wallet
Both Radix Wallet apps are at 1.22.1, released in June. A fix for a missing-mnemonic defect, merged into both repositories at the end of July, has shipped in neither app because no release has followed it. Volunteers keep the wallet going with bug fixes only until the DAO decides who takes it on.

The ledger
Two claims fell due and both hit, which makes the record 10 hit, 2 miss and 5 open (all claims).
- GP-PRE-1 ratified: hit. The result endpoint returns votes on the approve option only, past quorum, and the council confirmed it on 2 October.
- Radix Charts V2 at 15%: hit. Effective fee 0.15 at epoch 346,517 with no change pending, while the stored factor still reads 0.025; radixscan agrees.
- New: RadixTalk rises from 1.5% to 50% at epoch 348,297, about 10 October, on 73.0m XRD staked (validator). Due 18 October, settled on the effective fee.
Concentration watch
8 validators hold a third of the stake in the active set, the same as last week. A third is the threshold that matters: below it, a colluding group can stall the network. Counting the four validators from the 23 September transaction as one operator, the number is 7, also unchanged; Polaris's loss left the four with 384.6m XRD, still the largest combined holding.

- Epoch 347,421, about 7 October: the four fee rises queued on 23 September take effect, settled on each validator's effective fee by 11 October.
- Epoch 348,297, about 10 October: RadixTalk charges 50%.
- By 11 October: Gate's currency endpoint still reports XRD deposits disabled on 4 October.
- By 25 October: a certificate of formation for RADIX DAO LLC from the Marshall Islands.
