Governance WG · Adopt the Phase 1 governance document set

Daffy's framework activates only 10 of 16 governance documents at launch. The DAO must review and ratify this Phase 1 set as a package so the DUNA has a working rulebook from day one: Charter, DAO Parameters Registry, Proposal & Voting Framework, Execution & Treasury Actions Policy, Emergency & Safeguards Policy, Authorized Signers Rules, RAC Mandate, Conflict of Interest Policy, Code of Conduct, and Legal Wrapper & Representation.

Where it stands (4 August 2026)

The vote that ratifies this package now has a name, a threshold and a deadline. On 4 August 2026 Daffy announced in Radix DLT Official that "as soon as the DAO application is submitted we will prepare and initiate the Constitutional Proposal", and that it will be run "within the next 4 weeks" – putting the DAO's first binding vote on its own rulebook on course for roughly the start of September 2026. It will be carried on a second, DAO-dedicated instance of the Consultation app, not the Foundation instance that has run every temperature check so far. The announcement names the vote but does not say whether it carries the full ten-document Phase 1 set below or the Charter alone; that scope is still to be published.

The passing conditions are demanding for a first vote: 10% quorum at a 66% YES threshold. Daffy put the quorum at approximately 1,350,155,884 XRD of voting power. That figure is 10% of the total XRD supply rather than of the circulating or staked float – ten times it is 13,501,558,840 XRD, against an on-ledger total supply of 13,503,034,643 XRD read at state version 546234908 on 6 August, the gap being a few days of validator emissions. Because quorum is measured against that whole number, XRD that cannot reach the app does not simply drop out of the tally: it makes the threshold harder to clear. Hence the logistics warning attached to the announcement – holders keeping treasury in multisigs or other custody the app cannot read are asked to plan the move now.

Deliverables

• Community review of each Phase 1 document across the Round 1–4 RFC threads.
• Consolidate Rounds 1–4 into a single ratification proposal (RFC → TC → RFP).
• Record the ratified versions in the framework repo as the canonical baseline.
• Confirm amendment mechanics defer to the Transition Governance Framework until the Maintenance & Upgrade Framework activates (Phase 2).
