Consultations V2 dApp

Overview

Consultations V2 is a proposed upgrade to the on-chain consultation tool used for Radix governance proposals. It would improve on the V1 system used for the Validator Subsidy vote (which attracted 604 accounts and 1B+ XRD) with better snapshot mechanics and clearer XRD-weighted voting.
