Every threshold the governance process depends on is centralized in one registry so parameters can be tuned without amending the Charter. The community must agree the opening values.

## Deliverables

- §3.1 voting durations · §3.2 quorum requirements · §3.3 approval thresholds · §3.4 cooldown periods.
- §4 veto parameters · §8 identity & participation parameters · §9 execution parameters.
- Classify each parameter as minor (patch) vs major (structural) for future amendments.
- Publish the registry as machine-readable config the governance app can read.
