# Governance WG · Adopt the Phase 1 governance document set

Daffy's framework activates only **10 of 16** governance documents at launch. The DAO must review and ratify this Phase 1 set as a package so the DUNA has a working rulebook from day one: Charter, DAO Parameters Registry, Proposal & Voting Framework, Execution & Treasury Actions Policy, Emergency & Safeguards Policy, Authorized Signers Rules, RAC Mandate, Conflict of Interest Policy, Code of Conduct, and Legal Wrapper & Representation.

## Deliverables

- Community review of each Phase 1 document across the Round 1–4 RFC threads.
- Consolidate Rounds 1–4 into a single ratification proposal (RFC → TC → RFP).
- Record the ratified versions in the [framework repo](https://github.com/Shadaffy/radix-dao) as the canonical baseline.
- Confirm amendment mechanics defer to the Transition Governance Framework until the Maintenance & Upgrade Framework activates (Phase 2).
