The RAC is a five-member, community-elected body — chosen by XRD holders through approval voting — that guides the transition from the [Radix Foundation to the Radix DLT DAO](/contents/tech/core-concepts/radix-governance), executing decisions made through on-ledger community consultations. Morris stood as a nominee rather than a seated member: the five founding seats went to other candidates, and the council's current membership is recorded on the [RAC page](/ecosystem/radix-accountability-council). ## Writing He publishes a personal blog at [gilesmorris.me](https://gilesmorris.me), where topics range across cryptocurrency, markets, and other interests. It asks one question about the [transition from the Radix Foundation to a community-governed DAO](/contents/tech/core-concepts/radix-governance): assuming the [Foundation](/ecosystem/radix-foundation) treasury is zero, are [XRD emissions](/contents/tech/core-concepts/network-emissions) on their own enough to cover the real US-dollar cost of running and developing the network. Rather than model [validators](/contents/tech/core-concepts/validator-nodes) and holders separately, it treats them as a single stakeholder group whose rewards have to clear those costs.
